Return to the entry way of the Vault. Go to the North from the Vault-Tec Workshop and into the room there. On the left-hand side of the console terminal you will find the switch for the radio beacon. Head over to it and interact with it.
Once the radio is active, you will have time to explore the Vault and start clearing additional space.
