Backstory[edit]
William Black is brother to Mags Black and second in command of the Operators.
Williams, Mags and and their friend Lizzie Wyath were all exiled from Diamond City following an incident that lead to the death of a young woman. There was quite a long list that went with that crime of other illegal activities that they were party to.
William largely leaves running the gang to his sister, Mags. He will step in with the odd comment and manage things when she has to be away.
