One spawns in the Basement level of the Nuka Cola Factory. One spawns at VW Lumber Co. in one of the workshop shacks. 3 will spawn at Big Al's Tattoo Parlor in Morgantown in the automated room once you've completed the drunk robot Biv's quests. The portable fuel tanks will sometimes spawn here along with 3 Nuclear wastes, a Makeshift Battery, a Radio Jammer, and an empty liquid nitrogen canister. I call them the Ronald McDonald canisters.
