These crates, most often full of what appear to be empty bottles of the fictional Jetnose alcohol, typically appear in Rakyat villages and Safehouses.
The empty bottles suggest a pretty serious substance problem on the island, if Dr. Earnhardt wasn't enough to confirm that already.
