After Crafting the Simple Racksack, Dennis tells you more about the Tatau. This opens the Skills menu. In the top right corner, go to the The Shark Skill Tree and learn the Takedown skill.
Then choose some other skill to learn as your second skill. There is no "best" choice here, just learn the skill that sounds most fun, useful, or fits your playstyle.
Then a cellphone rings and someone is saying that they have Liza and are taking her to an Outpost. Dennis tells you to get into the car, do as he says and board the Technical
