There's a decent chance that the Rakyat will take care of this mission for you. If this is the case, just count your blessings and let them get to work. If no freedom fighters are to be found, though, you'll have to take the commander out by yourself. Use a Knife Throw Takedown to finish the job quickly and cleanly.
