Shipping containers are used to transport large quantities of various materials, ranging from vehicles to furniture and much more.
Judging from the lawless nature of Rook Island, it's safe to say that these shipping containers, which were abandoned in the junkyard, could very well have been used for shipping drugs, hostages or even slaves, all of which the island's pirates employ liberally.
