Approach the wreckage and look for the woman in Men's clothing who's crawled away from the wreckage. Get out of your car and approach her. She will tell you she doesn't want to get caught with the dead man. Head back to your car and she will follow. She explains that she's staying in Sandy Shores on Cholla Springs Ave. Get her there and you will unlock her for future heist missions.
