Look in front of the Chinese Restaurant on Armadillo Ave between Zacundo Ave and Mountain View Dr. There you will find a very tipsy couple who ask you to drive them back to the hotel they're staying at.
Enter the marked car (the blue blip) and wait for the couple to get in. As you drive them over to their hotel, they will get involved with each other. This makes it harder to drive straight. If you are driving them as Trevor then he offers to join in. That stops things pretty quickly. Just get them to the hotel and they'll give you $80 for being their driver.
