Drive from the Garment Factory, which is looking to get torched, to the NOOSE Facility outside of Los Santos. During the drive over, Franklin will give some grief to Michael over how he's been acting recently. After Michael admits to being ... him ... he reviews the plan: skydive through the rooftop skylight and hack the computer system.
Drive on up to the marked NOOSE facility. You need to go through a number of checkpoints. When you make it to the building itself, time will jump forward to its appropriate mark. Get into the helicopter after that and you are off.
