Lester will text Franklin a rather cryptic message with the next location: "Look for dirty windows". Head on out to West Vinewood. There you will find the Eclipse Medical Tower. When you get there, start looking up the front of the building.
Get out in front of the building. Look up along the right-hand side of the building. You will see a window cleaning platform being raised there. Your target is on there just off center to the right. Pop him then get back in the car. The final target is on the move and harder to deal with.
