Chiliad Mountain State Wilderness in the Altruist Camp

Get into the Altruist Camp found in the Chiliad Mountain State Wilderness. Find the communications tower to the South of the camp. Head on up to it using the trail. Go up to the porch of it via the ladders from the balcony. By the red radio tower you will find the Letter Scrap.
