Simeon has 1 more thing that either Michael or Franklin can do to him. Head back to Premium Deluxe Motorsport. The window that Michael had Franklin crash through has been boarded up. Head inside to trigger the event.
Simeon will send 2 Gunners after either Michael or Franklin. The dialogue varies a little between the two of them, but either way Simeon is far from pleased to see either. Kill them and then rush off from the dealership. You have a wanted level you need to lose.
