To Abandon a region, go to "Resume Game" and locate your region
Then hover on it and click on the red X in the top right corner, see screenshot:
It will ask you "Are you sure you want to stop playing your cities in that region?"
Then click on "Abandon Region", or on "Cancel" if you have changed your mind
