If the Summer Shoals Tutorial appears to be stuck and nothing is happening and you can't do anything, you should do the following suggestions:
Solution (Confirmed Working)[edit]
Switch to different server (even Europe or Oceanica Server) just for the tutorial. Summer Shoals should then start working again.

More Suggestions[edit]
1) See what the current instructions are in the bottom right corner. Make sure you have followed them correctly
2) Check the Walkthrough for help
3) Exit to the game menu if still nothing is happening
4) There is a option to restart the tutorial in the menu. Or you can just create your own city if you have had enough.
5) Choose a different server (just for the tutorial, after you finish go back to your own server). To do this, exit to the main screen (maybe you have to restart the game) and click on "SELECT SERVER". Remember to go back to your own server after having finished the tutorial.
