Constance Michel is an imperial female NPC who works at the Honorhall Orphanage in Riften.
If you have Skyrim: Hearthfire installed, she is in charge of the orphanage and sends you a letter via courier asking you to come and adopt a child.
She will ask you about your name and occupation as well as whether you have a children's bedroom where the child can stay. If the adoption requirements (child's bed and small dresser in your house) are met, she will let you adopt a kid from the orphanage.
