“Drowning Sorrows” is a Quest in The Elder Scrolls V: Skyrim

This quest is available after you complete A Few Words With You to resolve matters between Haran and Ranmir. This will get Haran willing to talk about the past of Ranmir.
Head inside The Frozen Hearth. Talk with Dagur. Ask if there are any rumors or work you can do for him. He will tell you about the Ranmir of past, before he started drinking constantly. He explains that Ranmir's lover, Isebelle, left sudden without saying anything. Choose to help about this.
After that you can have an exceedingly brief conversation with Ranmir on the matter. If you want to know more, talk with Haran. She has more details about what happened with Isebelle. She will point you toward Riften and the thief: Vex. Vex can always be found in The Ragged Flagon in The Ratway underneath Riften. You must have begun the quest to join the Thieves' Guild to get any information out of her.
