Emperor Titus Mede II is the current reigning Emperor of the Tamriel Empire. He has seen a lot of major events and has been a key figure in several of them. He was the reigning Emperor during the signing of the White Gold Concordat.
When approached during Hail Sithis!, he is very calm and accepting of his fate. He will only ask that the Dragonborn hears him out before they kill him. His request is simple: KIll the man who put a contract on his life.
