“Imitation Amnesty” is a Thieves' Guild Faction Quest in The Elder Scrolls V: Skyrim

With 5 Jobs completed in Whiterun you will get this quest from Delvin Mallory. He explains that Olfrid Battle-Born needs a favor from the Thieves' Guild. It helps a lot to have been named Thane of Whiterun because it allows for fast and easy access into the Jarl's quarters in Dragonreach.
Talk with Olfrid Battle-Born. he will explain that his friend is in a lot of trouble and he needs The Thieves' Guild to get him out of trouble. His friend Arn is looking to be executed in Solitude but was arrested in Whiterun for drunken behavior. He wants you to purge the records of Arn's name and give him a new identity. He also wants you to go into Dragonreach's Jarls Quarters and steal a letter from Solitude that warns Whiterun of the history Arn has.
Go inside Dragonsreach. Head to the chamber just behind the Jarl's throne and into the door to the West. Go into the Jarl's Quarters. If you are Thane of Whiterun, then you can just walk in and grab the letter you are after. Otherwise you need to sneak on through.
Head through the first door to the North. Just inside to the left is the Prison Registry. Interact with it to forge the Registry with the new name. Turn to the North now and head up the stairs. Avoid the pair guards, taking some time for waiting one guard to head down the stairs. After that there is a second waiting at the top of the stairs. A high sneak or good standing is recommended.
Go up the stairs and through the Southwestern door. This will lead into a dining room. Turn to the left and head through the door there. This lets you grab the Letter from Solitude. With that in hand, head back out and return to Olfrid Battle-Born.
Tell Olfrid that Arn is safe. He will tell you he's never heard of that person. He will then give you the gold and assure you that the Thieves' Guild has his support in Whiterun.
