The Oculory Puzzle is found in the Tower of Mzark in Blackreach. It requires the Blank Lexicon from Septimus Signus recieved by starting Discerning the Transmundane. It is also part of the main story quest: Elder Knowledge

Housed within the Containment Sphere is the Elder Scroll that you were told about.

Solution[edit]
Place the Blank Lexicon in the Lexicon Receptacle to the right of the Button Pedestals. This will activate 2 of them. Interact with the button on the left 3 or 4 times. The button to the left of the middle pedestal will start to glow as will the Lexicon. Head over to the button on the left of the middle pedestal. Press it twice. This should get the button on the far left of it to light up. Go to this final button and hit it.
This will cause a crystal to descend. This crystal holds the Elder scroll. As you head to grab the Elder Scroll be sure to stop and grab the Runed Lexicon.
The Elder Scroll is needed for Elder Knowledge. The Runed Lexicon is needed for Discerning the Transmundane.
