Orders is an item in Skyrim: Dawnguard.
The orders are found on a Visiting Advisor who is actually a Vampire Spy, in the quest A Jarl's Justice.
You need to pickpocket those orders off the spy to give proof of the conspiracy to the Jarl, who then gives you permission to kill the vampire spy. If you kill the spy without first showing the orders to the Jarl, then the guards will arrest you.
