“Repairing the Phial” is a Side Quest in The Elder Scrolls V: Skyrim

Walkthrough[edit]
- This quest can only be properly begun after having completed Throat of the World
A few days after you have completed the previous quest, The White Phial, the Dragonborn will receive a message from a Courier: Letter from Quintus Navale

After getting the quest, you will need to return to Windhelm and go into the The White Phial. Find and talk with Quintus Navale. He thinks he understands how to repair the White Phial so it will work again. He will explain the 3 ingredients he needs to repair the Phial. Talking with him will give you more details but the locations will be marked on your map.
Find some Mammoth Tusk Powder[edit]
To collect the Mammoth Tusk Powder, you will be sent to Stonehill Bluff. There are Giants here, so be careful in approaching. Travel to the nearest point and then start making your way to the marked location.
There are a few Giants here if you have not cleared it out. Be careful if you get engaged in combat since Giants are very deadly. Back off if the Giants give you the chance. Work carefully to sneak in and avoid being noticed.
By the large bonfire you will find a stone bowl. Inside the bowl you will find the Mammoth Tusk Powder you are looking for.
Retrieve the Unmelting Snow[edit]
Fast Travel to the Throat of the World, where Paarthurnax is.
Go to where the Dragon is and then turn to the West. Climb up the slope of the mountain, jumping as needed.
Close to the summit of the mountain, you will find the patch of Unmelting Snow. Collect some of it.
Take a Forsworn Heart[edit]
You must acquire a Briarheart from one of the Forsworn Briarheart. They can be found in numerous camps throughout the Reach. One will be marked on your map. Head to that location, clear it out and claim the heart. This objective can automatically complete if you have a Heart in your inventory.
Head into the marked camp ready for combat. If you are a stealth based character, wait for the Forsworn to go to sleep.
Find the Forsworn Briarheart. You will need to defeat them and then claim their heart. If you are a good pickpocket you can steal the heart from their body. This will instantly kill them.

With the 3 ingredients gathered, return to The White Phial in Windhelm. You should be able to get inside the shop regardless of the hour. If not, then just wait until 8 or 9 in the morning. Talk with Quintus Navale to continue forward with the quest. Follow him and he will go over to the nearby Alchemy Lab to start working on the repairs.
After that, follow Navale upstairs and over to Nurelion. He will show his master the repaired Phial.
