The Visiting Advisor is an NPC in Skyrim: Dawnguard
It is a Vampire masquerading as a citizen.
You have to take care of him in the quests Hide and Seek and A Jarl's Justice
If doing the quest A Jarl's Justice, the advisor is carrying Orders from the Vampires.
