Frostmoon Crag is a cavern that is inhabited by Werewolves. If your character is a Werewolf, they will be able to approach this cave without being attacking.
If the Dragonborn is not a Werewolf, you will receive 3 warning before they transform and attack the Dragonborn.

It is best to approach this location from the South, coming up the slope. What happens next depends on if you have become a Werewolf through the Companions quest line.
