Rakel is one of the members of the Frostmoon Crag pack found on Solstheim. She serves as the watch and can be found roaming the Island.
If the Dragonborn is approaching the Crag, she is likely the first contact for the pack. She will warn off any non-Werewolf Dragonborn that approach and welcome any Werewolf that approaches their pack.
