His partners are Sebastian Castellanos and Juli Kidman
In the beginning of the game, he is riding in Squad Car 184 when it gets called to investigate a multiple homicides incident at the Beacon Mental Hospital

Sebastian's steadfast partner of many years.
They have opposing personalities, but the contrast works in their favor, although occasionally Joseph has to help keep Sebastian in line.
