To steal any car in Watch Dogs, simplly approach the vehicle and hit either the Triangle or the Y button on the PlayStation 3 or PlayStation 4, or the Xbox 360 or Xbox One, respectively.
When you are near a car you can steal, you will see the "Enter" prompt appear on the top of the screen.
