Enemies that become suspicious or aware to your presence can enter several different states in Watch Dogs 2:

• Orange "?" - Investigating the area
• Orange "!" - Alerted to your presence and coming to arrest/subdue you
• Red "!" - In conflict (combat) with Marcus

• Unaware enemies tend to their occupations and patrol an area.
