An old man at the Border Post in Velen in The Witcher 3: Wild Hunt.
Seeks to cross the border to Novigrad to escape the war-torn land of Velen.
King Radovid however has ordered all borders closed and these refugees can not pass unless they buy a Transit Pass from the Black Market. Those passes though are being sold at extremely high prices and most refugees cannot afford to buy one.
