You get this quest objective if you insult the Scoia'tael Archer while talking to him at the Scoia'tael Watchpost, or if you refuse to drop your weapons after asking him to see the Leader, or if you insult Vernossiel at the Scoia'tael Camp.

You will be fighting a bunch of Scoia'tael including a Scoia'tael Archer, Scoia'tael Warrior , and their leader, Vernossiel.
