The Letter of Safe Conduct is an item in The Witcher 3: Wild Hunt
Allows you to cross the Pontar River border into Novigrad and Oxenfurt without getting attacked.
You can get it by completing the contract Woodland Beast without lieing to the Captain of the Guard, or by doing the Baron quest.
