Head to the South, slightly to the West, to reach the location noted for the target. Approach the small Restricted area from the North. Climb up onto the nearby building. Use Eagle Vision to find your target who is yelling at the people of the area. Hit him with a Berserk Dart or shoot him. If you are feeling sassy, use a fast walk and perform a low profile assassination on him.. Alternatively, hire the nearby pirates and send them after him. Escape to claim your reward.
