This artifact is found in the Northeastern corner of the Basilica District. It is in a shelter that is guarded by a number of soldiers. The easiest way to obtain it is to quickly slip behind the shelter and go in from behind to grab it. To escape either kill all the soldiers or use a Smoke Bomb.
