Head into the courtyard at the marked location. You will find this artifact in a small restricted area. The best way in is to climb up onto the adjacent building. Once on the rooftop wait for any patrolling soldiers to be looking away. Drop down and turn to face the building you were just on. Sitting on its Western wall is the Artifact.
