A Blazing Phoenix in DLC4
The Soulfire Sorcerer is a type of Mage in Tiny Tina's Assault on Dragon Keep DLC. They are the ones who can cast this spell.

The Phoenix will head for your location but it has horrid tracking. It can do massive Fire-type damage given the chance.
