As you go deeper into the Explodin Loadin Docks the Vault Hunter needs to face off against the 2 Tributes from Opportunity after President Smith says a few more things about Mr Torgue.
The tributes are Axel and Rose of Opportunity. They both have jet packs and move around using them while shooting at you. Defeat them to move on.
