"Install first fuel cell" is an objective in the Story Mission Plan B in Borderlands 2
Walkthrough[edit]
Go to the marked location. There you will see a hatch in the ground. Interact with it to open up the first port for the fuel cell. Interact with the port to install the fuel cell.
