"Kill freezing psychos" is an objective in the sidequest The Ice Man Cometh in Borderlands 2

Just wait a minute and you will be attacked by multiple Freezing Psychos. The big difference is they are wearing little hats to help keep warm. There are 8 that come at you in total, but it is done in 2 waves of 4. You can either lure them all to you and slaughter them that way or just fight them as normal.
