It drops from Tumba in Wildlife Exploitation Preserve (you can get this or some other version of the Deliverance Shotgun such as the "New and Improved Deliverance" or the "Royal Deliverance" or "Extra Large Deliverance"). Also item will be scaled to your level when you find it.
