"Call Nel a dick" is a mission objective in the story mission "Last Requests" in Borderlands: The Pre-Sequel

Walkthrough

Approach Nel and interact with him (taunt him). The character will call him a dick and then he drops to his knees. You will be contacted by Colonel T. Zarpedon after that and get your thanks for the mission.

Alternatively, you can grab the letters "D" and "K" off the top of a building, and place them on the "IC 57" building. Doing so will enrage Nel, turning him into a high-levelled enemy.
