The Cabal are a Military empire from beyond Sol. These Rhino like creatures have waged war across the galaxy and likely beyond our galaxy as well. They have enslaved other races to fight with them. The Cabal brought one of Mar's moons, Phobos, significantly closer to the surface of that planet simply as a display of power.
The present invading force, the Red Legion is led by Dominus Gaul they have captured the Traveler and seek to capture and harness its Light to empower themselves, forcibly becoming the Guardian's chosen. They show significantly more advanced technology than any other Cabal force encountered previously (the Skyburners). This allowed them to cripple and successfully invade the Last City where the Guardians previously made their home base.
Cabal forces are exiled from the Cabal Empire when they go to war. The only way they are received back into the Empire is to return victorious.
