“Access Cortex controls” is an objective in the Strike Dust Palace in Destiny.
Walkthrough
Head to the marked location in the back of the Cortex. There you will find the controls you need. Go over to them and deploy Ghost to trigger the next and final part of the Strike. Reload and let what you can recharge.
