“Hobgoblin” are a type of Vex.
The Foot soldiers of the Vex.[1]. These are bigger and far more lethal than their smaller Goblin counterpart.

More a ranged fighter. They are equipped with a thermal shield that will do damage to anyone who gets close enough to them.
They can also create a Solar Shield. This shield cannot be broken. If the Guardian is close to them, they will start burning. This inflicts damage over time as long as you are in range.
