Shaxx is a NPC in Destiny 2.

Description
Lord Shaxx oversees the Crucible. He offers training grounds for Guardians to test their Light against each other with live ammunition. He leads the Redjacks to claim or reclaim portions of planets to hold for the Crucible usage. He is a very skilled Titan, having been taught by Lord Saladin.
He is known as a Master Swordsmith, previous allowing Guardians to forge 3 unique swords, one of which he can be seen wielding, Raze-Lighter.
Shaxx has not been shown in game without his helmet on. Most Guardians suspect he is human.
