Walkthrough
Head back up above ground one more time for Samizdat. You need to head to Autodily to create an uplink for Samizdat. Go to the West from the sewer entrance over to the archway on the far side of the metro station from that manhole.
There are a few ways to get up to the rooftops. The first is to head through the archway and go to the cherry picker (the rising platform vehicle) in the small courtyard. use a Biocell to power it and have it raise to quickly bring Adam to the rooftops. A quick jump and you are across to the next rooftop with the uplink you need to access. Go to satellite there and interact with it to finish the quest. You will need to hack in (Security Rating 1) or use a Multi-Tool) to get in. After either, choose Enable Remote Admin to finish the quest.
