Austin's parents passed some indeterminate amount of time ago. He was adopted by Dr Penske. She has treated him like her own grandson since.
When the Sole Survivor first arrives in Vault 81, Austin will offer to give a tour of the Vault for 5 caps. He can be convinced to do it for free with a charisma check.
