Walkthrough
The Overseer's Office is on the mezzanine level of the Vault. You need to either find the Vault 118 Overseers Key or break into the office. The door is a master-level lock
To bypass the lock, you need to head into the West Residential wing. Go to the Northern end of the wing. There is a door with 2 lion statues. Go inside this room.
Inside the room go through the Northern door. This leads into an empty room with the Vault 118 Overseer's Key. Grab it then head for the office.
Once inside the office, you will see a skeleton next to a terminal.
Go to the terminal and review what is on it. You can learn more about the experiment that was going to be conducted inside the Vault.
The very bottom option on the terminal will give you the option of "Play Tape". Listening to this tape this will give you more evidence.
