To continue with the Government ID process, you will need to find a postmarked letter in the town of Charleston.
Head out of the Capitol Building and to the small search area on the map to the West.
Go to the Southwest and look for this break in the small ledge.
There you will find a mailbox among the wreckage along the ledge.
Open it up to find the Junk Mail you need for this objective.
