Prisoners who, just like Jason and Grant, have been kidnapped by Vaas and left to rot in a cage.
You will pass by these prisoners on the left side of the camp right after you first escape from the cage.
Unfortunately, there is no way for the player to free the prisoners.
Instead, you will just have to pass them by as you make a successful escape of your own.
