This one is a toughy; the commando is hiding out in an old AA bunker to the north of Turtle Hill, and there's a heavy, two RPG soldiers, and several riflemen on the guard for him.
However, the southern side of the road is very sparsely guarded. If you can sneak around to this side of the encampment, you will be much better off. Wait in the bushes here, and the commander will bring himself right to you as a part of his programmed AI routine.
